This study applies the perspective of historical institutionalism to analyze the policy of government purchase of social service performance evaluation. By exploring the background and institutional arrangement of the policy, the study examines the historical evolution and path dependence of the policy, and analyzes the interaction of participants in the policy arena. The results of the study found that the social service evaluation policy has the dual path dependence of "factualism" and "technical rationality", and that the institutional logic of the three main actors in the policy implementation chain is different, which determines that the actors in the chain, although cooperating around the same policy goal, are already biased in their actions. This heterogeneity determines that although the subjects in the chain cooperate around the same policy goal, the action itself has already been biased, and the policy ideal of performance evaluation has failed. Through the analysis of historical institutionalism, this paper aims to provide in-depth theoretical insights into the formulation and implementation of the government's performance evaluation policy of purchasing social services.
