In the process of promoting the modernization of national governance system and governance capacity, womens participation in grass-roots governance is not only the expression of citizens wishes and interests, but also conducive to the scientific and democratization of grass-roots governance decision-making. Based on the current situation that female groups fail to fully participate in grass-roots governance, this paper tries to introduce the theory of empowerment into the path of female groups to participate in grass-roots governance,analyze the advantages of women participating in grass-roots governance through four dimensions of psychology, system, technology and organization, and explore the logic of enabling women to participate in grass-roots governance.In the process of enabling women to participate in grass-roots governance, they are faced with realistic structural difficulties such as the absence of subjects, policy deficiency, lagging technology and lack of organization.Guided by practical problems, the realization mechanism of female participation in grassroots governance can be constructed from the aspects of internal and external incentives at the psychological level, innovation empowerment at the institutional level, development guidance at the technical level and integrated development at the organizational level.
